触目惊心,触鼻恶心。”这是广东省政协副主席蔡东士实地调研练江两天后给出的评价。由广东省政协、广东省环保局会同省财政厅等部门组成的练江流域综合整治工作组日前前往练江流域开展调研活动,共商治理练江对策。

调研组一行首先来到位于普宁市的白坑湖,这个昔日的练江上游水库,如今已变成一个小水塘。由于流域人口密度大,环境承载压力过重,生活和生产污染不断加剧,目前,练江3个水质断面水质监测结果均为劣Ⅴ类,处于严重污染状况,水体自然降解能力基本丧失,沿岸生态环境破坏严重,对流域内500万粤东群众的饮用水安全和身心健康造成严重威胁。

省环保局局长李清指出,省环保局将抓紧制定《练江污染整治工作方案》等,进一步细化整治的各项措施。加快练江流域环境基础设施建设进度,包括垃圾集中处理、污水集中处理和乡镇一级的人工湿地处理系统。加快产业结构调整进度,对重污染行业继续加大整治力度,发挥水利设施的综合调控作用。加快练江源头白坑湖的恢复性建设,确保练江源头活水来。
